Finance & Operations Coordinator

Organization Overview

The Arc of Texas (The Arc) creates opportunities for all Texans with intellectual and developmental disabilities (IDD) to actively participate in their communities and make the choices that affect their lives. Since our founding in 1950, The Arc at the local, state, and national level has been instrumental in the creation of virtually every program, service, right, and benefit that is now available to over one million Texans with IDD.

Today, The Arc is primarily a public policy and advocacy organization that continues to advocate for including people with IDD in all aspects of society.

Position Summary

The Arc’s Finance Coordinator (“the Coordinator”), performs a variety of administrative tasks for the Finance & Operations Department as well as the Master Pooled Trust (MPT) Department. Under the supervision of the Manager of Finance & Operations, the Coordinator will assist with various accounting and administrative duties. The Coordinator maintains a good working relationship and cooperative attitude with the organization’s members, staff, volunteers and the public while accomplishing assigned duties.

Primary Duties and Responsibilities

1. The Arc of Texas

a. Signs out checks from safe, prepare bank deposits, and maintain all supporting records.
b. Ensures deposits, check requests, credit card transactions, etc. have all required documentation.
c. Prepares check requests and ensures appropriate documentation are included prior to data entry into accounting system. Research any missing items &/or information.
d. Accurate and efficient data entry into MIP accounting system (Accounts receivable invoice (ARB) & accounts receivable receipt (ARC) entries; Cash receipt (CR) entries; Accounts payable invoices (AP) entries; Credit card transactions; Cash disbursements (CD) entries & EFT payment receipts into MIP; Journal entries of monthly transactions (postage expenses & BRM charges, etc.))
e. Processing checks for mailout (stuffing & adding postage to envelopes) and dropping checks off at post office.
f. Timely collection of receipts for monthly expense reimbursements and credit card transactions. Data entry of transactions into credit card coversheet.
g. Scanning of MIP reports & packets as well as making copies, scanning, and filing of vendor packets.

2. Master Pooled Trust

a. Process funding checks on Mondays and Thursdays (next business day if Monday or Thursday falls on a holiday). Send mail or email confirmations of receipt of incoming funds.
b. Log electronic deposits on daily basis. Send mail or email confirmations of receipt of electronic deposits.
c. Prepare balance adjustments related to electronic deposits, void checks, and ACH returns on daily basis.
d. Assist with death of a beneficiary and closing accounts. Send out liens to the Health & Human Services Commission (HHSC) and the Texas Medicaid & Healthcare Partnership (TMHP). Request death verification. Retrieve quarterly statements, balance verification letters, and running balances to Primary Representatives.
e. Assist with filing of annual accountings and report of funding for court ordered trusts within 30 days of account closing. As needed, assist with filing initial funding report, final accountings, close and discharge orders, and final disbursements to Court Registry as required by the Court.

3. General Support

a. Backup to the Administrative Coordinator (Processing mail, answering phones, & email inquiries; Ordering supplies, daily opening procedures, & building maintenance requests)
b. Assist with accounting functions related to TARC Group Home #5.
c. Assist with accounting functions related to The Arc of Texas’ building.
d. Work closely with team to update Policies & Procedures, FAQs, etc.

4. Conducts Research and Works on Special Projects, as Requested

Percentage of Time

Core Responsibilities: Administrative Tasks
75% in office, 0% community-based, 25% remote

Qualifications

• Capable of working both independently and as a member of a collaborative team, as well as communicating with individuals at all levels of The Arc and MPT.
• Ability to work independently and interactively, to handle multiple priorities, and to be productive under stress.
• Effectively communicate via phone and email ensuring that all duties are completed accurately and delivered with high quality and in a timely manner.
• Experience using technology, services, and software like Google Meet, Zoom, Microsoft 365, Box.com and basic CRM databases.
• Adapts well to new and evolving procedures as we improve and streamline our services and comply with ever-changing regulations.
• Understand how to be sensitive and tactful when interacting with people who have disabilities and their families.
• Excellent customer service orientation and professional demeanor.

Educational and Professional Requirements:
• Minimum of a high school diploma, associate degree preferred;
• At least two (2) years of professional experience; years of experience may be considered in lieu of a degree; bookkeeping experience preferred;
• Prior work with individuals with disabilities and families; knowledge of disability benefits; and Spanish Bilingual preferred.

Working Conditions

• Up to 20 co-workers in relatively close quarters.
• Weekend and Evenings hours may be required (on rare occasions).
• Approximately 25% of this job can be performed remotely, with approximately 75% occurring in-office, and 0% in community-based settings (e.g., off-site meetings, etc.).

Compensation and Benefits

The Arc values its employees, and as such, strives to offer a competitive total compensation package which includes both cash compensation and benefits.

Salary: $20 – $22 hourly (commensurate with experience)
