Our four policy pillars below help Texans with IDD live in and contribute to their communities.ย Additionally, here are our policy priorities for the 89th Legislative Session, January through June 2025.
Quality of Life
The Arc of Texas believes people with intellectual and developmental disabilities (IDD) have the right to live and thrive in their communities. We support access to inclusive housing, community-based services, and opportunities for full participation; ensuring individuals with IDD have the resources to lead meaningful, connected lives. Our advocacy promotes policies that facilitate education, employment, and social engagement, while eliminating barriers to community involvement.ย
Inclusive Education
The Arc of Texas believes that students with intellectual and developmental disabilities (IDD) deserve access to a free and appropriate public education in the least restrictive environment appropriate as outlined under the Individuals with Disabilities Education Act (IDEA). We believe that early education and intervention services are essential to promoting success and independence for life beyond graduation, ensuring they have the skills needed to thrive in their communities beyond graduation.ย
Integrated Employment
The Arc of Texas believes that people with intellectual and developmental disabilities (IDD) deserve fair, competitive, and integrated job opportunities. We promote removing employment barriers, supporting job training, and ensuring workplace protections, empowering people with IDD to thrive as valued members of the workforce. People with IDD should also have access to ongoing supports that enable career growth, fair wages, and the ability to build financial security without risking essential public benefits.ย
Civil Rights and Justice
The Arc of Texas believes that individuals with intellectual and developmental disabilities (IDD) are entitled to justice, fair treatment, and the necessary supports and accommodations throughout all areas of the criminal justice system. We advocate for the protection and enforcement of their civil, personal, and human rights. Given the increased risk of rights violations for people with IDD, we stress the need for impartial justice and fair treatment, whether they are victims, suspects, or witnesses of a crime.ย

The Arc of Texas, in collaboration with self-advocates, submits formal testimony on bills during the biennial Texas Legislative Session, as well as during each interim period. This is one way we inform legislators about the barriers Texans with IDD endure and our proposed solutions.
Your Voice is Your Power
When self-advocates share what itโs like to live with intellectual and developmental disability (IDD) in Texas we help people and policymakers understand our needs. By proposing solutions we influence decisions about state-wide public policies, systems, services and supports. Allies are people who fight for the rights or their friends and family with IDD, and your perspective matters, too.
